NVD – what’s changed?

Producers and supply chain stakeholders are being reminded of a suite of changes being made to the National Vendor Declaration (NVD) this year, providing an easier, more efficient and cost-effective system. The changes include the release of updated NVDs and the decommissioning of the eDEC system.

These changes follow the release of the updated electronic National Vendor Declaration (eNVD) system last month.

Updated NVD

Integrity Systems Company (ISC) CEO Dr Jane Weatherley said the development of updated versions of LPA NVDs for all species followed a review of all current NVD versions by SAFEMEAT in 2019, which recommended a number of changes be made.

“Updated versions of NVDs for all species will be available from 1 July 2020, to be identified by version number 0720,” Dr Weatherley said.

“Current versions of NVDs for all species will continue to be accepted until 31 December 2020. From 1 January 2021, only the updated versions of all NVDs (0720) will be accepted for all species.

“Key changes to NVDs for all species include removal of Part C (Agent’s Declaration), which is rarely used by industry and is not required for any legislative reason, and the inclusion of a ‘destination PIC’ section, which is a legislative requirement in Western Australia and Tasmania and will be optional for other states.

For sheep NVDs, there will be a new section for the number of electronic devices included in the consignment to accommodate the mandatory use of electronic NLIS in Victoria and its increasing use in other states.”

Producers are also reminded that as part of the MLA Accelerated Adoption Initiative announced in November 2019, there is no cost for NVD books until 30 June 2021.

eDEC decommissioning

With the new LPA eNVD doing everything the eDEC does, and in a more user-friendly way, the eDEC system is being decommissioned.

Sale of eDEC tokens will end on 30 April 2020. Any eDEC users who have eDEC tokens on their account can use them up until 31 December 2020, when the eDEC will be decommissioned.

After 31 December 2020, users who need or want to continue using an electronic version can use the eNVD.

To accommodate these NVD changes, the LPA service centre is undergoing updates which LPA users will notice when they log in.
