Changes to LPA NVDs this year

Changes to LPA NVDs this year

08 December 2020
-Min Read

There has been a number of important changes made to the LPA National Vendor Declaration (NVD) this year that align with the industry goal of ensuring the integrity system of the future is simple to use, valued by industry and trusted by consumers.

The changes include:

  • LPA NVD version updates
  • the release of a new electronic National Vendor Declaration (eNVD) system
  • decommissioning of the eDEC system.

Updated NVD

Updated versions of LPA NVDs for all species have been available since 1 July 2020, identified by version number 0720. This is now the ‘current’ version. Previously accepted versions of NVDs can continue to be used until 31 December 2020.

From 1 January 2021:

  • Only the current version (0720) will be accepted for all species of livestock movements
  • Transfers completed using incorrect LPA NVD versions are a breach of the LPA Rules and Standards and may result in Corrective Action Requests (CARs) being issued to the LPA accredited producer
  • Multiple CARs can lead to suspension from the LPA program. Without LPA accreditation, producers cannot access LPA NVDs.

More information on the LPA NVD, including ‘How to complete’ PDF guides and animation is available here.

New eNVD

The mobile-friendly, user-centric eNVD system has been available to producers since April 2020.  The switch to digital consignments has been steadily building with over 8,000 users per month.

The eNVD system is always the current version and is available online.  For this reason, ISC are encouraging producers to become familiar with the eNVD system as either:

  • their preferred NVD access OR
  • as their back up option should they need it.

A ‘How to Guide’ on completing eNVDs is available here.

eDEC decommissioning

With the new eNVD covering all information in the eDEC, but in a more user-friendly way, the eDEC system is being decommissioned. Running a single digital system will be a cost and time saving to industry.

Sale of eDEC tokens ended on 30 April 2020, and eDEC users with remaining eDEC tokens can use them up until 31 December 2020, when the eDEC system will be decommissioned.

After 31 December 2020, users who need or want to continue using an electronic version can switch to eNVD.

Accessing an LPA NVD in a hurry

In the event of livestock being transported with a non-current  LPA NVD version, producers will need to use the eNVD system to generate an LPA NVD (and other declarations if applicable).

If a producer knows their LPA credentials and has access to a mobile device, laptop or desktop with internet access, they can create an instant consignment using https://envd.integritysystems.com.au/

If a producer does not have access to their LPA credentials and/or access to a device/computer with internet connectivity, they should contact the ISC Helpdesk (1800 683 111) who can assist by starting the consignment on the producer’s behalf:

  • ISC customer service officers will ask the producer a number of mandatory questions including movement information, species, and if other forms are to be included (such as an animal health declaration)
  • Once this information is provided a PDF file will be generated and sent to the producer via email
  • The producer prints three (3) copies - one for their own records, one for the transporter and a copy for the receiver
  • The producer completes all remaining questions on each copy and signs each declaration, ensuring each copy is clear, correct and complete.

A few important reminders

  • Producers should have their LPA credentials (PIC, User ID and password) on-hand in case they need to use eNVD
  • Destination PIC (mandatory in WA & TAS) is a new question on the LPA NVD 0720. Producers need to ensure they know the destination the livestock are being consigned to before filling out the LPA NVD (eNVD or paper)
  • LPA NVDs need to be clear, correct and complete. This includes eNVD’s that are printed and completed manually
  • Producers need to keep a copy of their completed LPA NVDs as per LPA Standards and their State legislation. If an eNVD is completed offline, a copy of the most complete version must be kept on file.
